I used to have those kinds of pace falloffs during my runs. What really helped me to maintain a consistant pace was when I started doing some of my training on a treadmill. It forced me to run at a set pace and I found that it translated over to my outdoor runs as well.

Try starting your run a little slower, then picking it up a little each mile?
